I am not sure exactly what you are asking, but if you convert the percent to a fraction,
500*20/100 = 100

The base of the fraction is 100,
If you are talking about the base - like what we use as our numbers, then it is in base 10 - our normal numbering system.

I just wasn't sure about the context.
