i'm travelling to taiwan in july and looking for cheap and decent hotels in taiwan to stay. Any suggestions?

It depends where you are staying. Taipei, Taichung, Hualien, Kenting, etc...

Your best bet is to post again and tell us what city, and if possible, what district. Some of the cities here are really stretched out across a lot of land. The unique thing about Taiwan is that there are cheap hotels EVERYWHERE! So post an approximate price and whether or not you are just looking for minimal service or if you want something moderately modern.
I have included some really useful links for you below. They will help for your trip, and maybe even help you looking for a hotel.
One thing to remember here is that you can't just look things up in the Yellow Pages. Finding things here can be very complicated. However, the Americans (and others) here are very friendly and helpful.

You did not mention your age :) If you are under 30 yrs old, you can become a member of the Youth org here in Taiwan and stay in a Youth Guest House:(Actually looks like Govt run Hotels) clean, safe secure and cheap.

ive stayed for $30 a night in the Yoai Hotel in in the city of Ilan Taiwan. the address is No. 50 Old Chengdong Road. If you see a cute little maid that works there by the name of 小寶/ 小宝 (little treasure) don't give her any tea, she's....feisty.

Yes try http://www.unusedrooms.com/specials/country/Taiwan.html I am not sure which city you were planning to go or when. If you are making a booking close to your travel date try their last minute specials link which will give you standby rates on empy rooms. These web pages are updated regularly as hotel/resort managers reduce the price of their empty rooms if looks like it is going to remain empty.
