Two questions here involving different things, so I'll just do the first one.

Snell's Law is

n1 sin theta1 = n2 sin theta2

You have theta1 = 60 degrees, and for total internal reflection, theta2 must be 90 degrees, so

n sin 60 = 1.00 sin 90

n = 1/sin 60 = 1/ [(sqrt 3)/2] = 2/sqrt 3 = 1.1547 (answer)
