By now the car has alot of mileage and you may not have the compression in the cylinders that was once there due to compression leaking pass the valves as they are worn and not fully seating. When was the last time a tune-up was done. You also may be getting oil into the cylinders by way of the valve seals. With age they get brittle and brake apart allowing for oil to get pass them and into the cylinders.Sometimes so much oil gets in there that they foul up the sparkplugs causing poor idle and oil usage. You should feally get this car to a repair garage that has ASE Certified Mechanics to make the diagnosis.

You may have an ignition problem, like a cracked spark plug or wire that isn't fully insulated. Once you speed up, the problem 'smooths' out. You may want to use some better quality gas as well, or get a 'throttle body cleaning' professionally performed. Or you may have some bigger more serious problem, like piston rings leaking or leaking cylinder head gasket. Check the oil or coolant for 'cross-contamination'.

Spark plugs are probably beginning to foul from internal oil leaks, engine burning oil.
You should have a mechanic pull the plugs and clean them, do compression check and other diagnostics. It might need a rebuild on the head, or new piston rings. Meanwhile, a full tune-up would likely help it run better, but be sure to include checking and cleaning the plugs in that tune-up.

could be an air intake valve, dirty injectors, spark plugs may need to be replaced.. could be a lot of things that are causeing those problems. take it to kragen, and they can give you at least an idea of what the problem might be. Unless you have the money to take it into a shop and have them run a diagnostics on it. either way, the faster you take care of it, especially the oil issue, the fewer problems you will have with fixing it. good luck..
