Kate Beckinsale. I don't care much for either, really- they're nice but don't push my buttons- but Kate definitely has the sensual thing going on. Sandra, more of a cutesy vibe.

Although I love love love Sandra Bullock and think she is adorable, I will have to go with Kate Beckinsdale because she has a classic beauty about her and seems very mysterious and sensual. Bullock is more of the cute and funny type, but not the cold, aloof, mysterious and sexy beauty. After all, Kate Beckinsdale was chose to play beautiful actress of the 40s Ava Gardner, not Sandra Bullock, in the movie "The Aviator".

Kate, no hands down. I am only answering this question because I'm a fan of Kate.
However I do own one Sandra DVD "Murder by Numbers" which she actually also acted as Executive Producer. A decent movie but I play the movie in French because it improves the quality of the movie and makes that quasi-sex scene so much more bearable.
