To make any eye color pop and stand out, you apply eye makeup in an opposite color. For blue eyes, I would say use a taupe/brown shade, with slight hints of red in it.

Also, consider using either an eyeliner or a mascara in a color that you wouldn't normally (such as brown or black) - for blue eyes, think about lining your eyes with a violet pencil, or applying a navy blue colored mascara.

i personally think that a combination of blue and brown shadows look incredible. start with a light brown shadow for the whole eye including the brow bone. then with a lighter blue get the inside of the crease. finally use the dark blue and get the corners and smudge in with a crease brush.Lastly used mocha colored eye liner so it lightens up the eye.

I have blue eyes and the colors I think look best on me are light pinks and browns. I would also suggest buying the Almay Intense iColor line for blue eyes. You can get it at Walmart.
