When I double click it it says I can either use the internet to find a program to open it up or pick a program of my own. What does all this mean?!?!?!?

you can use a free file compression/uncopress utility 7zip for that. 7-Zip is a file archiver with high compression ratio. Compression ratio in the new 7z format is 30-50% better than ratio in ZIP format.
Supported formats
Packing / unpacking: 7z, ZIP, GZIP, BZIP2 and TAR
Unpacking only: RAR, CAB, ISO, ARJ, LZH, CHM, Z, CPIO, RPM, DEB and NSIS
7-Zip works in Windows 98/ME/NT/2000/XP.

rar is just a format people use to compress things or pack things
To open it, you need a program that can read rar files and can extract them. Try downloading winrar from rarlabs.com Just get the free version, the pay version isnt much better. If you do not like winrar, try winzip 11.0

This a file format which has been compressed with the software WinRAR. It is same like winzip..but with better results. Not only you can make .rar file you can make .zip as well.

Although it says it's a free trial, I have been using this program for free for 5 years. When the program is downloaded, right click on the file and select "Extract Here".

Download a program called WinRar. It's similar with WinZip but different format. Most professionals prefer using WinRar rather than WinZip.
