In the crystal version of Pokémno, to catch Ho-oh, you first need to catch (or defeat) the legendary dog pokémon. Suicune is fought as script but Raikou and Entei are just like they normally are. Once you have them, win the pokémon league (if you haven't already) then go to the tin tower. The people there will tell you that Ho-oh has descende don the tin tower. One of them will also give you the rainbow feather and allow you to climb the tower. Ho-oh is at the top. It is at level 60
