Yes, it is true scientifically that you will run faster if you lose some weight simply because you will have less weight dragging you down, but remember not to overdo it. If you lose too much weight and end up malnourished, you will be too weak to run at all, and it can be potentially dangerous to your health. You can lose weight buy cutting down on some calories in your daily diet. Completely cut out junk food, sodas, etc. and eat healthy food. Make sure to still get enough nutrition; take vitamins if you aren't already, and stay hydrated.
I'll also say this again because it's very important: DON'T OVERDO IT! You do not want to end up with health problems that last the rest of your life.

I found the book to be very informative and easy to read.
I've lost 17 pounds in 12 days, I'm just concerned that I'm losing too much weight, too quickly. I will admit I haven't followed the guide exactly. I'm not sticking perfectly to the listed foods and meal plans (but mostly) and doing very little exercise, but the weight keeps flying off.
It clearly works and if I'd followed it exactly I think it would scare the living daylights out of me because of the amount that I'd lose. So thanks again for the information. I've never purchased anything like this before because they are usually full of trash, but 3WD has been a pleasant surprise.

Is he nuts? Maybe he has some other issues and not a university phys ed graduate. It sounds like his performance concept of track is a bit on the non scientific side.
Maybe he just meant he can see that your muscle tone is not that great YET. Give him the benefit of the doubt. If he mentions it again, bring it up with a lady teacher in the same school.
