Calarts, a college of Art and Design located in California is one of, if the best, art college in the whole United States.
The creator of Sponebob went there, as well as John Lasseter, the Executive Vice President of the animation studio Pixar. They are very hard to get into however, with a an extremely strict, required portfolio.
