We know that it shows up every 10 (9, 19, 29), etc. That means that it must show up 10 times between 1 and 100. But, we can't forget the 90s. That's another 10 that we must add.

If you want to include 99 as 2 nines showing up, then there will be 20 nines between 1 and 100. If 99 counts as one nine, then it shows up 19 times.
