I don't think there's going to be an ECW game because 1. there aren't enough wrestlers in ECW. The only reason people bought Raw vs. Smackdown, Virtua Fighter, Tekken, Soul Calibur, Mortal Kombat, and just about every other fighting games is because there are a lot of character selections. 2. ECW and most of its wrestlers doesn't have the name recognition that Raw and Smackdown and it's respective wrestlers have.

Why would THQ make a separate game for ECW when it can kill 2 birds with 1 stone by including ECW in R vs. SD 2008. By including ECW, the roster just got a whole lot bigger. And why waste money to make 2 games when THQ can just make 1 game. Most gamers are not going to buy both wrestling games, considering that it's 60 bucks a game for the PS3 and 360.

No, not only because the PS2 is dieing (its a last-gen console) but also because ECW is being treated just like another branch (Smackdown/Raw) of WWE and just like they have done for the pay-per-views, ECW will probably just be thrown in with Smack Vs Raw or the Wii version of WWE, name pending.
