to flush it- you need to hold down the handle a lot. and when it flushes it makes a moaning, whiring sound.

Remove the lid on the tank and flush the toilet. Watch the flapper that raises up when you flush. If it does not stay up until most of the water is gone from the tank, you need to adjust it. Turn off the water supply valve under the tank. Flush. Adjust the chain or rubber strap so that it "just" allows the flapper to go all the way down to seal. Turn the valve back on a see if it works without holding the handle down. The moaning is probably a bad fill valve. You can easily replace this with a Fluidmaster 400A valve from most hardware stores or Big Box store. Cost is about $6 and the instructions are simple but great.

I, for the most part, agree with sensible - but I would say to replace the flapper ($3-4), not just adjust it. That will probably take care of the flushing part and if you still have the noise after that, then get the part he mentioned.

Oh, almost anybody can easily do the flapper, but if you're like me then you might want to get a friend that has done it before to replace the fill valve!

It may be plugged down the line. With what who knows? (treeroots) Buy a "snake" from any hardware store stick it in the toilet get it a few turns, and see what happens.

get a new one. or jsut new guts for it. go to any hardware store and get new stuff for it.
