The price of any cichlid (African or New World) will vary depending on the species, size/age, popularity, and difficulty breeding. A nice flowerhorn will cost even more than the ones you saw for $23 - check out this guy on Aquabid for a "buy now" price of $729 - that's right - no decimal point: http://www.aquabid.com/cgi-bin/auction/auction.cgi?fwflowerhorn&1173804862 Now THAT'S expensive!
On the other hand, black convicts are so common and easy to spawn that people give them away to pet stores where they're sold for $1.99. A "buy now" price on Aquabid is three for $1.
Cichlids are technically a freshwater fish, but many prefer to have some salt added to their water - about 1 tablespoon for every 5 gallons is usually all they need.

Depends on the size and variety. If they were 4-6 inches long, then that's pretty much the going rate. If they were babies of a rarer kind, again that may be reasonable.
Petsmart is not my choice to get african cichlids though. They have a lot of hybrids and fish that aren't really good quality. See if you can find another fish store that has better quality. If you don't have one, consider ordering them online from places that specialize in cichlids.
Yes they are freshwater and very territorial so make sure you have the largest tank you can afford (55 gallon minimum). Oh and lots of filtration, they need to be slightly overstocked to avoid aggression and are dirty so you need a lot of filtration.
Find the names of the ones you are interested, write them down and research them before you buy them.

They can be more expensive than that as well as less expensive, depends on the kind of african cichlid (there are all sorts). Also depends on where you get them from and whether or not they're wild caught.
You can usually find deals from other hobbyists in your area, for example I sell african cichlids(mbuna species) for $2 each (which are usually $6-$12 at the pet shop).
Cichlids are freshwater fish.

Depends on the species of cichlid for price. Younger ones will be cheaper. I would suggest you RESEARCH and more RESEARCH. Many cichlids DO NOT go well together and need different types of water Ph, places to hide and food. Some are meat eaters whily e others are vegetable eaters. MANY will kill all other fish in tank and some will breed non stop. RESEARCH more before you buy!!!
