I always figured so someone could climb under and unlock it, but now that I think about it, maybe so people can tell if it is occupied, easier to clean, not so claustrophobic, no good reason. I notice most of McDonald's bathroom stalls are regular doors and I can never tell if anyone is in there!

Some do.

I just hate those bathrooms that don't go down all the way to the floor and there are huge cracks inbetween the door and the side panel, its soooo annoying!!

I am more interested to know why, they put in tiny little toilets that are only ankle high. I feel as if i am going to pee on my own feet.
What is wrong with grownup size toilets? Why the little nursery school height ones?

probably so you can look down and see the person's feet there and you know it's occupied

of course a vacant/occupied sign thing would be better, and is used very rarely because it makes too much sense

because it would take all the fun out of peeking under and saying peek- a- boo! I wouldn't want to deprive the kids of that joy!

So others can see what direction your feet are pointing. They can tell at a glance if it's safe to stay, or run like hell.
