What if the people in California or Florida just decided they wanted to run things their own way? Just a question..not saying I want to or anything like that.

As soon as they did the "Union" would invade them and reconquer the territory.
Only Hawaii and Alaska would have any chance of getting away with it.

Actually a few years ago Texas made some noise about doing that, but the truth is none would do it because they depend on the Federal government for too much. Not to mention the fact that only a loud minority really were talking.
As for legally? Well legally the southern states should have been able to live the Union, but see where that got them?
