I took off the bottom part of the dash and I can hear it clicking but I just can't seem to find it. I felt around to see if I can feel it clicking, am I in the wrong spot? It's an '88 Chevy Celebrity. It's not by the fuse box. and its not in a spot that I can see easily while laying on the floor with the bottom of the dash off. I hear it clicking to the lower left of the steering wheel but there is a metal plate in the way. Any suggestions?

I meant I turned the hazards on to hear the clicking because I know the turn signal flasher is by that. It's not a burned out bulb, it doesn't flash at all.

The flasher is located on the Steering Column under the dash.Just pull the panel off under the steering wheel and look along the column.

the reason you can't find it is because it looks like weird..they are round cylinders made of alluminum ..round and a fair size at that..take the bottom plate off the stearing column and you'll find it there..if the problem is that it's allways beaping it can be just telling you that you have a burned out light .

I think it is behind the metal plate down by the brake pedal pivot.
