When I move picture files (such as jpg) from one folder to another folder, the file "locks." When I try to open the jpg file, the computer says, "No Preview Avaiable."

And, I can't open the picture with any program.

(I am able to go into SafeMode and unlock the file. But, what is causing this problem?)

I do not have this problem when I use "copy" instead of "move."

check your security, It has to be a program thats installed on your pc as windows does not come with it. You have to pay extra for something to lock your files.. So it would have to be a program running, What happens when you right click the file
? What do you have in the list? Also check the programs you have installed for filelock or something simmilar.. If you figure out what it is please let me know the name of the program.

Or, are you moving the files to a different users folder? if a second user has there files protected, and you move something into that folder, it becomes unavailable to you...

Right click "start" select "Explore" then see if there is more then one user!
