Race itself does not in any way inhibit ones ability to be successful.

To me, it is the sub-culture that dictates the willingness of an individual to work hard and become a success.

If the sub-culture tends toward accepting mediocrity and the feeling of entitlement, the individual must work extra hard to overcome that moral code.

If the sub-culture espouses success as a criterion for inclusion in the group, the individual will be more prone to attempt to achieve self sufficiency over other lures.

Poverty doesn't know race. Poor education, low paying jobs, and crime is the main cause of poverty.
