They can say anything they want. They are at risk of a technical foul, but nothing more than that. I DO see David Stern putting in new rules putting suspension penalties associated with cussing on the court. Shaq had cussed during an ABC halftime interview, and was suspended. The way David Stern has been tightening his leash on the NBA, new rule changes wouldn't surprise me.
