I like Shyler's idea best, being a mom myself.
Just because she likes expensive things, doesn't mean that she wants you spending your money for her birthday with something expensive.
Gifts given from the heart are always so much more appreciated, especially when they come from one's own child.
I still save all the crayon pictures and love notes from my children from when they were little...they're all grown up now with children of their own.
It may be a bit more difficult for you to think up one of these heartfelt gifts, but if you can do it, it'll be worth a $Million to her.
A small box of candy with it would be good.

Wow, you're mom already seems lucky to have such a thoughtful daughter. No one can answer that question better than you. Keep in mind to get her something she would want. Money can't buy long-term happiness but memories last a lifetime so maybe you could buy her dinner, a night at the movies, go to a play, etc. I'm sure she wouldn't want you to spend alot of money, your loving thoughts are the greatest treasure she could ever want.

I have a 17 year old daughter and would love to recieve a letter from her telling me how much she appreciates me and all I do for her. This would be a huge and touching gift, especially if given along with breakfast in bed and a single rose. Good luck.

You could get her jewlery or something of a high value but i would think that she would want something that came from the heart and not from the wallet.
