If an organism has a diploid number of 16, there will be 32 chromatids visible at the end of mitotic prophase. There will be 16 chromosomes moving to each pole during anaphase of mitosis.

I belive if im thinking of diploid and haploid in the proper terms it will always be two when a cell divides in mitosis so that the new cell is an exact copy of the last one. Although with diploid 16 it might be four if the organism divides with the same number of poles as humans.
cant help you with second question sorry
the genotypes are probably Rr and rr because of the ratio
1 in 2 is the phenotype estimation of the progeny genotype is probably 1 in four
