hmm. there are so many factors. If this is high school, I would say that you were just sailing by. But if you worked a lot (or had to) that could have affected your school work.
If this is college, it would depend what your major was. If it was a science major (Chemistry, Bio, Physics etc) it is not unheard off to have such a GPA.
I'm assuming you are motivated student wants to learn and succeed. If my assumption is right then it seems your strategy for studying is not working so you need to change it.
If you are studying by yourself, try studying with others. Try making not cards for some of you classes; they really work. And try going to bed early if you can (latest by 12) so you can get a good night sleep. That can help with energy and thinking capacity ( if you are tired, it hard to function well).
You can do this. Just keep working hard and try a new strategy for school
