I use a program called PhotoPlus 10 from Serif.. if you don't have it.. perhaps their older version can do it too.. you can download PhotoPlus 6 (I think) for FREE.. register it (FREE) and then use it.. it is a great program and I used to use it when it first came out (not sure if it does animations though)...
PhotoPlus 10 has a box to click if you want to create an animation when you create a "New" file...
A problem I've encountered with Gif animations is that not all computers can display them properly (Macs choke on them for some reason).. and not all PC's display them smoothly...

as to the HOW.. you draw one frame.. then step to the next fram and move your figure a little bit.. next frame.. move object.. etc.. how fast/far you move your object determines how smoothly your animation will play.. or if it will really look like it is in motion or just jerking around...
example: Figure 1.. Ball.. sitting still and then starting to roll.. first frame would be at one point.. frame 2 would be a tiny bit away.. frame 3 would be a little further away from frame 2 than frame 2 was from frame 1 (the ball is speeding up so it will go farther).. etc...
reverse the above to slow down...
you should know that the standard is about 30 frames per second of animation (a LOT of drawing).. but sometimes you can get by with 10 or 15 frames per second.

hey if u want to make a animated gif image of ur own then u can use softwares like photoshop or animation shop3 photoshop needs u to have siome knowledge but its powerful enough and all the animated images found over internet r made by photoshop u can read the help to create gif ANIMATIONS wheras in animation shop 3 its very simple u can try it.

i'm afraid .giffs do no longer carry song. they're purely lively image frames. in case you desire to place an animation with song on your internet site then attempt usinf a .swf. that's a flash action picture document. that's lively and can incorporate song archives. you're making them with Adobe's Flash.
