Germany was humiliated and brought to her knees. To keep Germany under control they made them concede to not having a military, heavy financial repercussions, basically pushed them between a rock and a hard place.

The people were going through economic disaster. They were starving financially and physically.

Hitler was an outcast, but one night he just happened to be speaking in a bar (which was normal in those days for entertainment) and he got the crowd roused up. He just happened to have a great night in public speaking and then someone of importance heard him and then before you know it, he's being groomed to become one of the 2nd most important political leaders in the country.

When the President (?) of Germany died, he just rolled right in and took over and the rest is history.

World War I was considered the war to end all wars and everyone thought that with the various agreements made between countries that the peace would be insured. Unfortunately when Hitler began rising to power and taking over some of the countries adjacent no Germany the other countries sort of looked the other way and said "You shouldn't have done that and you better not do it again." No one really stood up to the plate and said whoa until it was too late. It was not so much a problem with the agreements as it was a lack of enforcement against aggression.
