If you use a free website builder like Geocities, it doesn't cost anything at all, and Geocities has a few tools that will help you create web pages if you're new to web design. But Geocities isn't great if you want more control and ownership over your site. If that's an issue for you, you'll want to find a hosting service.
I like nearlyfreespeech.net for low-traffic websites. It's "pay as you go" instead of charging by the month, so for low-traffic sites, it's by far the cheapest option. I run a site for organizing events among my co-workers, and it's cost me about a dollar to host over the last four months.

You can always find free website hosting, but of course, it has much less features than paid ones. But for a beginner, it is always better to start free. It wouldn't do to pay if you don't know what to do with it.

building costs nothing, hosting is what costs... paying someone to host ur domain and bandwidth for visitors. I think vizaweb has the best prices around even better than godaddy. check them out.. vizaweb.com
