A serial arsonist.
However, an arsonist is technically someone who commits the crime of maliciously, voluntarily, and willfully setting fire to the building, buildings, or other property of another or of burning one's own property for an improper purpose, as to collect insurance.
What you're describing is more technically a pyromaniac.

Another term for Arsonist is Pyromaniac.
Reference: Pyre = pile of wood forburning a dead body.
Pyrotechnics = manufacture of or display of fireworks
It is also considered as a psychological call for help/attention.
Often associated with a person's low self esteem.
Leads to addictive compulsive behaviour, therefore the need to repeat a pattern of lighting a fire again.

Repetitive arsonist? Serial arsonist? Pyromaniac? Someone who should have been locked up some time ago? Someone who's just arson around?
