No, he was not a real character, just a plot device. It was "very loosely based" on a real person, but not enough to justify using his identity.

The charatcter in the last king of Scotland was fictional. Heard this on one of the Oscar shows.

I saw Forrest Whittaker on Letterman and he said the doctor was a compilation of characters, not one person. and he said that some of the movie was fiction and some were based on real chnaracters.
