You ask if I think it is time for a change. Ya know what? I DO think it's time for some big changes, just not the ones that you think need to change.
I want the advertising business to stop endorsing sex and promiscuity.
I want the media to stop portraying violence as a method of dealing with problems. (Whether they are advocating US Military, or "Freedom Fighting Insurgents," it's one way or the other.)
I want the entertainment business to stop glorifying the bad guys, and I want them to make the good guys into noble characters.
But most of all? I want more than anything for families and individuals to take responsibility for their actions. Black people in prison aren't victims of hip hop culture, white people aren't victims of Grand Theft Auto violence, and other minorities aren't victims of discrimination. They are criminals! Families should be doing a better job raising kids, without government intervention. It worked just fine for thousands of years, and with recent horror stories of kids being unfairly collected by social services and SENT to abusive homes, I'm not sure that this is an improvement.
As for troops patrolling the streets? Heck no! Helloooooo, authoritarian state. I'd rather not experience that. I personally have nothing to fear from police, I'm a good guy... at least not at first. But the old cliche "absolute power corrupts absolutely" is not just a trite saying. It makes sense.
Yes, our crime rate is ridiculous, but more troops aren't the answer. For that matter, neither is nationally mandated standards for the FCC. People need to get involved in the grassroots level, fighting the disgusting habits of the public communication, for this to be successful at all. I don't want freedom restricted, I want people to be smarter with the freedom that they have.
Edit- Wow, I'm sorry for the big rant. I didn't mean to sound as lecture-y as I think I came across, but it felt good to get that out.

It would not make any worse sence than our troops attempting to clean up everyone else's mess, in various parts of the globe. We could use a good "clean up," right here. Of course. someone would probably call that "Marshall law".........although it is already in affect at our southern borders. Where the national guard has been deployed to do what the border patrol has been somewhat failing at for many years. many folks are now being forced to see what is now going on in there own back yard......and front yard. It has in fact become a scarrier place for all.....especialy our youth . Yes....morality is a drowning entity. This is sad. I travel this country for my income, and have for many years. I .......as many others am literaly watching our social society slowely crumble. There are still not enough shelters for the homeless. many that should be incarcerated are walking the streets. More and more people have lost their homes, and belongings, and are attempting to live on the road . And many in vehicles that were not desined for such purpose. Filling up truck stops, and rest areas, because of already overcrowded RV parks. And many lack the funds to afford for paid parking, anyway. parking only until forced to move on by local and regional law enforcement. More and more people are pursuing crime for income because other more legal means have failed to support them in society. No matter how many correctional institutions there are........or how many police officers are on patrol.......Only an improvement in morality, and some insight to a possibly better economy can begin to put a dent in this obvious overwhelming problem.

It is against the law in the United States for the army to patrol unless martial law is declared. Only the state National guard can do so. To answer your question NO!

I think George Carlin recently answered this question very truthfully. His answer was to take the 11 million illegal aliens in our country, send them to Iraq with a gun and military pay and have them defend our country and bring the other troops home to defend our borders. And the ones who don't want to go to Iraq...send them without the gun. :)

I'm nervous about using military personnel as police. If you advocate it, where would put the criminals the soldiers rounded up?
