If you have a really close friend you've known since childhood years and regularly keep in touch with them multiple times a year over the phone, if they move to a new state, what are the rules on who is supposed to call who first? (I had heard that they are supposed to call you first?)

There really aren't any rules, if you want to call your friend, then call your friend.

Really close friends don't have rules like that. I'd call if and when I felt like it.
