yes it is the groovy goolies were they would come out threw the mirror and be real life then go back threw and become cartoon again

Not completely sure of the 'Weirdo' name but I remember Wolfie from the "Groovy Ghoulies" cartoon show from around that time period, I'm betting thats the show you are thinking of.
