Cooler with a window cut in the top and clear plastic (bought at a stationary store) glued to both sides and filled with ice and under the window have solid ice in a bowl with a few grains of rock salt in it, the salt will melt the ice even though the thermometer reads 32 degrees .Why?

Ice you leave it out in the sun or under a heat lamp it becomes a liquid. We also have done Popsicles.
