What can I do if my HOA does not enforce the rules?

My HOA does not enforce most of the rules in our CCR's. Mainly parking and noise issues. What recourse do I have against the board?

Document the events , then document your notices to them and your intent to sue if they fail to do their job.
Sue for all the dues since the event in small claims.
