I believe there is a technique used in removing chewing gum from hair or material (carpeting) of freezing the gum...
or in your case, the silly putty.
You want to make the silly putty "brittle" so you can easily separate it from the jacket.
Try a bag of ice (maybe a zip-loc) and lay it on the silly putty for a while to see if this makes it hard or brittle enough for it to be removed.
I wouldn't think you would want to heat up the silly putty as this probably will allow it to be absorbed more into the fabric.

The Secret to Removing Silly Putty from Unwanted Surfaces!

After picking off the bulk of the putty (I suggest doing this by using the silly putty itself to adhere to the attached portion) use isopropyl alcohol applied on a cotton ball and wipe off the remaining putty. The putty should just dissolve! Use this for clothes, bed sheets, furniture, etc. I have also heard that WD40 works well for carpet. Just use soap and water to remove the WD40 when you're done.

How to remove Silly Putty® from fabric:

Cleaning Materials
Cotton balls
Dull knife or metal spoon
Liquid dishwashing detergent
Rubbing alcohol
Soft cloth or sponge
WD-40® (car part lubricant)

Stain Removal Tips
Scrape off excess Silly Putty or clay with a dull-edge knife or metal spoon. Spray with WD-40 and let stand a few minutes. Scrape excess Silly Putty or clay with dull-edge knife or metal spoon. Respray with WD-40 and wipe off stain with cotton balls. If any stain remains, saturate a cotton ball with rubbing alcohol, blot the stain and rinse. Wipe any remaining residue or remaining stain with a damp sponge or cloth moistened with liquid dishwashing detergent.
