I'm an avid watcher of HEROES and usually know whats going on but why doesn't Sylar have the power to learn really fast of he killed Charlie Andrews (Hiros girlfriend)?

There is no proof that he doesn't possess her "power".

We haven't seen anything that would take a "normal" person a long time to learn, that he was able to learn in a short amount of time.

Sylar didn't kill her. When Hiro went back in time and spent so much time with her, he changed history. She died of a brain tumor instead. This is foreshadowing that Hiro has the ability to effect change by traveling through time/space. Thus the explosion in the future is not a foregone conclusion - the heroes can change the course of events if they take the right actions.

I'm not convinced She actually had powers. Remember it turned out She had a Brain Tumor she was dying of. They may have taken a page out of the Movie Phenomena and Her abilities were actually caused by the tumor.
Sylar simply made a mistake in assuming She had powers.

sylar did not kill her. hiro went back in time to save her. he semi succeeded. she ended up telling hiro she was dying that she had a malignant brain tumor

he did take her power. in one of the online comics, Sylar says something about how his memory has grown lately
