Phonetic spelling is when a person uses letter exactly as they sound. For example, you might spell "phone" "fon"

Phonetic alphabet is an alphabet where the letters always sound the same. For example, English is not phonetic because there are many sounds that "a" can have (long a like in "name", short a like in "cat", etc). Spanish, on the other hand, is mostly phonetic because "a" always sounds the same (casa, gato).

In the dictionary, beside a word in English, there is a spelling of the word using phonetic alphabet to show how you would pronounce it. It uses different symbols for all the different sounds that exist in English.

I don't know what you are doing in politics. However, the International Phonetic Alphabet is the alphabet that physically represents the sounds we make when we make language. We use the same IPA for all languages and it covers all sounds.

Some languages spell words directly phonetically. Each letter always refers to the same sounds. There have been several different languages over the centuries that use phonetic alphabets.
