You need a Windows 98 or Me boot disk and your Windows CDROM.

Insert the boot disk, restart your computer and turn it on. Insert your Windows 98 disk, type (CDROMDRIVE):\ and press enter. Replace (CDROMDRIVE) with your CDROM drive's letter (or DVDROM or DVD burner or whatever).
Type setup.exe
When prompted, do a minimal installation - NOT a typical, a half of the junk that is installed you'll never use.
