You may have a vacuum leak. Try using WD-40 and spray it on different sections of the engine. If the idle change then you have a leak. Since you car is 24 years old, it may possibly be a worn out vacuum hose.

Sounds like your not getting a rich enough fuel mixture,or something is preventing enough fuel to enter the carb,(dirt, blocked fuel filter, collasped fuel hose,etc.).Make sure the fuel pressure is good at the carb first. If that's ok the mixture must be richened up,is it Holley 2bbl? If so turn the mixture (hex set) screw out on the carb, you may have to remove a tamper plug.Turn that out until it runs smooth. If that does't do it the float may be stuck or the float level may be set too low.

could be you have a way to lean mixture, and the only time it will run is when you have the choke on, and you do so its gettin the extra fuel it needs
