Putting a small cheap fish in the water could be fun for him to hunt and eat (guppies or goldfish). You should try looking up exactly what type of turtle he his so you know what he can and cant eat, he'd probably like bite-sized fruits and veggies. Does he have enough heat from a heat lamp? Enough room to swim?

My turtles used to love house flies. Especially if they were still alive. I'd half swat them with a fly swatter, then drop them into his bowl. Put a spring in his step.
Give it a try.
