Tell him that you're unsure. That you need some time to think and talk about marriage with him before giving your answer. I think the whole suprise attack with the proposal is disrespectful when men expect an answer right away and buy the ring and everything! Couples should come to an agreement about marriage together.

You graciously and decline his proposal, telling him you are honored but not ready to make this committment at this moment in time. You'll be doing you both a favor to be honest. Why would you possibly want to string him along or become engaged to someone when you have doubts? No way to begin a future together.

If you know that there are questions about spending your future with your bf and you can not answer honestly then you deserve to be fair to yourself and him... tell him no or not right now. Let him know that your not ready for that step in the relationship yet. Explain to him that you feel the relationship needs to grow before you take that step because you want to be sure ;as he is. Good luck!

Let him know that you haven't spent enough time in a dating relationship with him to be certain that you are ready for marriage. Tell him that you want to be married once - forever and you need to absolutely sure before making that promise.

stall, if you can.
how long have you been together? it would be easy if it hasn't been that long, but if you've been together awhile it will be more difficult.
spend some good quality time with yourself and try to pinpoint the real issue- is it him you are not sure of, or is it yourself.
bottom line is this: don't let anyone rush you into marriage- and if they do- RUN! if you get married to someone you aren't sure of, you'll blink your eyes and it will be years and babies later!
