I don't know that they ever reach the atmosphere. Normally, their helium slowly escapes and they fall back down to earth. I found the remnants of one in my yard a couple of weeks ago.

The higher up you go into the atmosphere the less pressure there is. The air in the ballon is constantly pushing out towards the wall of the balloon. When the balloon is near us here on the ground, the pressure inside the balloon and outside the balloon are such that there is a balance of pressure on both sides of the balloon wall. But as the balloon rises the pressure inside pushing out becomes greater than the pressure pushing "in" so the balloon eventually explodes.

As they get higher and higher, the atmospheric pressure decreases. According to Boyle's Law, the volume of the helium inside the balloon varies inversely with the pressure it's under. Simply put, the helium expands until the balloon pops.

It'll rise high enough in the air that the air pressure in the atmosphere gets really thin, and the air pressure in the balloon stays the same. Since the air gets thin outside, the air inside the balloon wants to expand, and *POP*

The balloons will eventually encounter something or the helium will expand more as the balloon reaches the stratosphere and cause it to pop.
