"Bleach" is geared for people 13 and up. There's quite a bit of violence in Bleach as well as death & spirituality issues. Many times, Bleach shifts from world to world, dimension to dimension, and that may confuse an 11 year old (or 13 year old for that matter).
I would suggest that you watch the first four of episodes and judge from there. If you do choose to show an 11 year old Bleach, you might want to watch it with him or her. As the series progress, it will probably become somewhat confusing without someone there to help explain certain aspects of the storyline.

Well, this really depends on what the parents find acceptable for the child to watch or not.
Bleach is okay for people under 13. Bleach is a children aimed anime in Japan. Shonen Jump based anime, based on the manga's are aimed for young boys in Japan, so the original intent was for people around that age.
Although, what's acceptable for broadcast and for young boys in Japan isn't the same for in the U.S.
The only thing to consider is the amount of violence there is. There is blood in bleach, some people do die, and there is alot of sword fighting and fighting.
If the parents dont mind that, the yea it's ok for people under 13. The thing with alot of anime such as bleach, naruto and other shonen jump based anime as much anime in general, although it may have things they dont broadcast in the US, the show still has good morals and often trys to inspire good things in the watchers such as friendship, loyalty and whatnot.
Age range probably around 12 and up. Just say that since the anime has a long solid storyline, younger children may not be interested in that.

My mom let me bleach my hair at the age of 13, I don't know if it is OK for children under this age but my hair is still health from bleaching it for over 24 years

Well it is true that Bleach has at some moment lot's of blood, so for young people it can be disturbing. I just hope they won't cut these parts for the US market. As per the death rate : not a lot mainly monsters are killed.

I'll say is ok, but don't get to carry away with the cussing part, is just an animated show, who cares about adult swim, is just that if kids like anime, such as bleach IS ALL RIGHT!!!!!!!!! I MEAN I'M A BLEACH FAN MYSELF!!!!!!!!!!!! :D

The anime series Bleach is not appropriate for children because of sexual dialogue, nudity, and bad language. Also blood and swords stabbing through people and limbs being chopped off is shown.
