US foreign policy had an embargo against Japan because of their expansionist policy, especially once it hurt US interest as in China. Japan was essentially blacklisted from buying oil and metal and had to rely on recycling and invading more countries to get more materials to invade more countries.
Pearl Harbor was considered a nessesary act of revenge against these embargos, which the Japanese believed was destroying the Japanese economy.

The American government told Japan to leave China as well other Asian countries that they were raping. The US cut off Japan's oil and hit them in the banking market. The US told Japan that they would reopen the flow of oil and other commodities to Japan if Japan would leave the Asian countries alone. Japan would have no part of this and so Pearl Harbor was perpetrated. They had been planning Pearl Harbor for years.

I'm not sure exactly how accurate this is, but I do know that FDR was much more concrened with Germany than he was with Japan in 1940 and 1941. I personally believe this was partially doe to his racist misconceptions regarding the Japanese and their military / technical abilities in 1940.
The United States had put economic sanctions on Japan as a result of their expansionsist polices in the South Pacific and China. Their attack on the US Navy at Pearl Harbour was a strategic move to keep the US from intefering with their continued expansion. Ultimately this action spelled doom for Japan.
He belived Germany was much more of a threat. After all the Germans had sunk the USS Ruben James, and Great Britain was already at war with Hitler. The US didn't really wake up to Japans intentions until it was to late...."the day of infamy."
