Yes they should, those flaps are the choke plate, when the engine is cold they close to give it a bit more gas till it warms up.

That front flap is generally open it is the main barrel the back is the one to be worried about if it was opened all the time it could be a problem the front is opened due to the choke and should be closed during cold weather until it warms up

You are looking at the choke flap which is on top of the primary side of the carburetor. It'll be closed when cold and will gradually opens as the car heats up. Everything is normal on this Rochester Quadrajet four barrel Carburetor.

yes, that is your choke flap. When cold it should be closed, or near closed and open as the vehicle warms
