It's rough enough becoming a has been while in office - doubly hard out of it when you are so quickly forgotten that it's as though you never even were THE BIGSHOT.
-- try getting a reservation in even a third rate restaurant after being chased out of office.The poor man knows what is a coming so clings dearly to his shrinking legacy.

Because he is still trying to salvage his "legacy" or rather the tattered remains of it.
People do not realize that Tony Blair was not really liked by his party but they knew he had the charisma to win which is why they held their noses and voted for him.
As soon as he started to slip up and numbers dropped they "deep sixed" him. If he had not gotten the U.K. involved in the quagmire that is Iraq, he would not be "leaving" office at this time. He could have outlasted the record set by the "Iron Lady" but he backed the wrong horse- George W Bush. He ignored the wishes of the people who put him in office, forgetting the way this president has, that it was not I, the prime minister, but we the people.
I am starting to see the same things happening here. The conservative wing of the Republican party, does not really like Rudy but they like what he represented in terms of "hero of 9/11". They have not really delved into his record and glossed in their minds his moral fortitude. They are just interested in winning instead of what is really best for the country. So they will hold their noses and vote for him, if it looks like he can win the presidency.
