Practice, mostly, although some people may not have the ability. For example, my mom can choose which eyebrow she wants to raise, whereas I can only isolate my right one.
I learned how by slightly squinting my left eye so that, that eyebrow was forced to stay down lower than the other one. I wouldn't recommend trying your "sexy look" on anyone until you've practiced in the mirror long enough that it doesn't look silly.

Pull both eyebrows down, then try to push one eyebrow up. If you can't do it successfully, use your fingers to help it up at first. Eventually, you'll get the hang of it.

I'm a guy but I can do it. Just try to stretch the eye you want to make look... sexy. At first they'll both go up, but if you work at it you can do it.

take a pick on which eyebrow u want.then hold with ur hand and try to raise ur eyebrow.it take practice.long live and prosper.
