I believe that either would be great. If you are applying for a management/leadership position with the company, a suit would be most appropriate.
Considering that Forever 21 is a nice trendy store. Try to incorporate their style with your interview attire.

Pant suit is probably better, key word "suit". Unless the slacks and blouse fit better, then go that route. And since it's Forever 21 make sure you have a nice trendy belt or shoes on. But don't go to heavy on the jewelry, that can get noisy in an interview.
A job like that is about customer service as well as being able to show off your clothes, you'll want to make sure you are the fine line between being professional in the interview and knowing what is hip. So if your hair is long enough, pull it back in a pony tail, that's really in style, make sure your makeup and nails are impeccable.

I think dress pants and a nice blouse is an awesome choice.
I also think that you could incorporate some funky things, or just make the outfit your own with a pair of earrings or some classy bracelets you really like..just to make it your own and make it look even better..
