The answer is C - constitutionalism was a concept he did not care to understand. Frederick William IV detested liberals and was not wiling to accept anything than an absolute monarchy.

In 1848, the Frankfurt assembly offered King Frederick William IV the crown of a united Germany. However, Frederick william refused to take the crown because in his view, it was tainted by the revolution of 1848, in which nationalists were demanding a united German state. It was also tainted by the ideals of liberalism and constitutionalism - which meant a limit to the King's power.

It would not be until 1871, under his brother King Willhelm I of Prussia, that Germany would become united.
