Temp change in relation to evaporation as in, putting filter paper in ethanol for over a minute then pulling it out and recording the change in temperature for 5 minutes, the change was decrease.

Intermolecular forces cause a substance to be a liquid (the intermolecular forces pull the atoms/molecules together in clumps we call drops). Energy is required to break free of these forces and evaporate into individual atoms/molecules. That energy must come from somewhere, and in the case of this ethanol example, it comes from the ambient heat and the heat of the ethanol. Because the internal energy of the ethanol is reduced with every molecule that evaporates, it's temperature drops.

It is because of this same priniciple that we sweat when our body temperature rises.
