My cousin had the same problem with his son & it was scary because they live near a river. Has he tried getting one of those locks that you have to have a key to open? They make those where you have to have a key to unlock it from the inside.
Or putting a lock way up high so the child can't reach it even if he stands on something?

1. put a locker combination
2. alarm
3. locks should be way up where the child does not reaches it
4. take any "lock genius materials" off from him
5. also take from him, scissors, knife, anything that can unlock a lock
6. also he can be using a "helper" or an outside friend to help unlock the door , take from him any telephones computers kid blocks electronic toys
7. leave him skinny (so the child wont create a stair) math books so he can learn something
8. don't leave keys around
9. try shutting the whole windows with small holes
10. spank him everytime he tries to get out of the house
11. tell him that he acts like a baby, unless he's a baby tell him to stop that. "it sometimes works with my cousin"

Put the locks at the very top of the door where the 4 year old can not reach them and get those door alarms, my friend has one, she got it at target.
